What Democracy Does Not Have an Ambivalence Toward that Fact?

Just thinking about the events in this country and abroad, and wondering whether I could characterise a given country as ‘more’ or ‘less’ democratic than others. While one might think of countries where certain individual and group rights are denied, those countries might allow liberties that the ‘advanced’ Western democracies don’t. My immediate conclusion is that there is no country I can name that does not have an ambivelance toward democracy in a variety of ways. Can you name one?
